Rep. Sells and Rep. McCoy:

HB1497, Section 901 (12) eliminates the authority for entire motorcycle safety education program in the Department of Licensing. This program is entirely paid for with user fees. It does not take money away from schools, healthcare, highways, the environment, or prisons.

Eliminating this program will not provide more money for other state functions. Any reasonable person would recognize that eliminating the authorization for the program means you could no longer have the authority to collect these fees everyone with a motorcycle endorsement pays.

All you will do is eliminate one of the most effective programs for saving lives of this type in the US, and schools won’t see a dime.

As a person whose motorcycle safety training is a direct cause of avoiding serious injury or death in a motorcycle accident, I’m not sure what is trying to be proved with this cut. It will be penny-wise and pound-foolish. Or, to express this in a blunt manner, accidents and deaths cost money.

Keep the motorcycle safety program that is in the Department of Licensing. It saves lives using only user fees.
